China has tightened export controls on drones and related equipment several times since 2023. The restrictions have prevented Ukrainian companies from buying some long-range civilian drones, motors, cameras and infrared imaging equipment directly from Chinese suppliers.
The controls have not stopped the flow of Chinese-made components to Ukraine, but Ukrainian companies have reported delays and higher costs. Some have used intermediaries in third countries to obtain equipment. China’s Foreign Ministry has said Beijing takes a “prudent and responsible” approach to military exports, opposes the use of civilian drones for military purposes and urges a political settlement to the war in Ukraine.
