The multiannual financial framework (MFF) is the European Union’s seven-year spending plan. It regulates the EU’s annual budgets and helps the bloc plan and fund longer-term priorities.
The framework sets maximum spending amounts for broad policy areas and overall annual ceilings for commitments and payments. It is proposed by the European Commission, adopted by a unanimous Council regulation, and requires the consent of the European Parliament.
The MFF is financed mostly by EU member countries. The framework for 2028–2034 is the subject of negotiations over the bloc’s future spending priorities and the contributions countries will make.
