Palestine Action

British direct action network proscribed as a terrorist organisation in the United Kingdom in July 2025.

Overview

Palestine Action, also called Pal Action, is a British direct action network founded in 2020. Its stated goal is "ending global participation in Israel’s genocidal and apartheid regime". The group has been active in protests against the Gaza war in the United Kingdom and uses direct action to disrupt the UK arms industry, which it accuses of being complicit with Israel in conducting a genocide.

Activities

The Israeli weapons manufacturer Elbit Systems has been the group’s primary target. Other key targets have included British factories of Elbit Systems and RAF Brize Norton, a Royal Air Force base. Palestine Action has used protest, occupation of premises and destruction of property, and has been linked to high-profile actions such as the 2024 break-in at Elbit Systems UK’s facility in Filton, near Bristol.

Legal status

Palestine Action was proscribed as a terrorist organisation under the Terrorism Act 2000 in July 2025. Membership of, material support for, or displaying items in support of the group is a criminal offence in the UK, and support is punishable by up to 14 years in prison. The proscription has been challenged in the courts: co-founder Huda Ammori brought proceedings, the High Court ruled in February 2026 that the proscription was unlawful, the Court of Appeal ruled in June 2026 that it was lawful, and the Supreme Court later granted permission to appeal on grounds that the ban could interfere with European Convention on Human Rights articles 10 and 11.
