Ulrike Franke is a senior policy fellow at the European Council on Foreign Relations. She is described as one of Europe’s foremost drone experts.

Commenting on drone sightings over sensitive sites in NATO countries, Franke said the increase was very likely linked to Russian aggression toward Europe and the war in Ukraine. She has argued that uncertainty around the incidents can benefit Russia by making it difficult to attribute them and distinguish suspicious activity from false alarms.
